Ars Technica reportsthat theSaving eminent - Tech Innovators from Egregious Legal Disputes ( SHIELD ) Actwould attempt to stamp out frivolous patent lawsuits by drive abortive plaintiff to cover defendants ’ effectual cost . It realtes specifically to patent cases over computer software system and hardware — nothing else . In a news release Rep. Peter DeFazio , who introduce the bill , explained :

“ Patent trolls do n’t create new technology and they do n’t create American jobs . They embellish their pockets by buy letters patent on products they did n’t create and then action the innovators who did the hard work and create the Cartesian product . ”
